OPEN ENROLLMENT FOR THE 2026 BENEFIT YEAR WILL RUN 11/3/25 - 11/14/25
ELECTIONS MADE DURING OPEN ENROLLMENT WILL TAKE EFFECT 1/1/26. NEW INSURANCE DEDUCTIONS FOR MEDICAL AND DENTAL INSURANCE WILL BEGIN WITH THE FIRST PAYROLL IN DECEMBER. FSA ELECTIONS WILL BEGIN WITH THE FIRST PAY IN 2026.
Open Enrollment allows you to review your insurance needs and make important decisions about your health care. As we approach the 2026 benefit year, Union County will continue to offer two medical plan options for eligible employees to choose from. Details about both plans, including cost, are provided below. Current participants in the medical insurance program will remain enrolled in the plan they are in now (either Basic or Core), unless they actively switch plans during open enrollment. Insurance deductions for the 2026 benefit year will begin with the 12/5/25 pay date.
OPEN ENROLLMENT INSTRUCTIONS: If you wish to take any of the below actions (#1 - #5), please follow the instructions provided. If none of the actions apply, then no further steps are required and your current benefit elections (including medical plan option) will rollover for the 2026 calendar year.
1) To Enroll or Switch Medical Plans: Any new enrollments as well as plan changes must be made in Benefit Solver following the login instructions found here: Benefit Solver Enrollment Instructions. This is also where existing subscribers will change plans (from Core to Basic or vice versa), if desired. Plan summaries and rate information can be found below under Open Enrollment Resources.
2) Add/drop Medical, Dental, or Vision coverage for yourself and/or qualifying dependents: Employees must make changes to current benefit elections in Benefit Solver following the instructions found here: Benefit Solver Enrollment Instructions. If you are adding a dependent(s), you must provide proof of dependent status by submitting the appropriate Dependent Verification Documents to HR. If adding a spouse, see #3 for further instructions.
3) Cover your spouse on medical insurance: All spouses covered under the CEBCO medical insurance program must meet eligibility guidelines established by the Union County Resolution Regarding Spousal Eligibility. Eligibility is determined annually during Open Enrollment. Any spouse who is currently covered must re-certify his or her continued eligibility by completing the Union County Spousal Eligibility Certificate for the 2026 Benefit Year. Any new spouse wishing to be covered for the upcoming plan year must also complete the eligibility certification paperwork.
4) Enroll or Re-Enroll in the Flexible Spending Account (FSA) Plan: Benefit-eligible employees may choose to participate in the elective healthcare/medical reimbursement account and/or dependent day care account through the FSA Section 125 Plan. Elections must made ONLINE through the Navia Portal. Eligible employees wishing to participate must re-enroll for each enrollment period following these FSA Online Enrollment Instructions. Once logged in, you can review FSA resources, sign up for an educational webinar, or make your 2026 FSA elections. Navia will also email information about the benefits of FSA enrollment to all eligible employees. FSA deductions will begin with the first pay in 2026. To learn more, read this FSA Enrollment Kit.

5) Elect supplemental (voluntary) benefits: During open enrollment, full-time employees may also enroll in voluntary, supplemental benefits that are provided by Aflac and Allstate. The benefit effective date will be effective 1/1/26. Voluntary benefits cover a variety of areas including, but not limited to: Short-Term Disability, Cancer Care plans, and supplemental life and vision insurance offerings. Premiums are 100% employee paid and are made through payroll deductions. To learn more or sign up for coverage, please check out the Aflac Benefit Summary or the Allstate Benefit Summary.
All changes made during the Open Enrollment period will be effective for the succeeding calendar/benefit year which runs January 1 - December 31 each year. Elections will remain in effect throughout the upcoming plan period unless there is a Qualifying Life Status Change. Eligibility for the wellness rates will be verified by Human Resources prior to the first payroll deduction. Adjustments will be made, as necessary, following a successful wellness appeal.

Why Enroll in an FSA? Participation in an FSA allows you to set aside money from your paycheck on a pre-tax basis to pay for certain qualifying expenses, thereby reducing your taxable income. Participants in the FSA plan must spend the money on eligible expenses within the plan year (1/1/26 – 12/31/26). As qualifying costs are incurred during the plan year, participants submit claims to Navia (our Plan Administrator) for reimbursement. Any funds left in the Dependent Day Care account at the end of the plan year must be forfeited. Any funds greater than $680 (this is the projected carryover amount for 2026) remaining in the Healthcare FSA will also be forfeited. To avoid any loss of funds, it is important to plan carefully to match your annual election to your actual expenses.
Do Current Participants Have to Re-Enroll? Yes, due to IRS regulations, all eligible employees must RE-ENROLL for each enrollment period. Participation in an FSA allows you to set aside money from your paycheck on a pre-tax basis to pay for certain qualifying expenses, thereby reducing your taxable income.
