AUTOMATIC DATA PROCESSING BOARD

Established as an optional board in 1967 by the Ohio General Assembly, numerous counties have established automatic data processing boards in an effort to better coordinate the use of equipment and software on a countywide basis. Originally the board consisted of the county treasurer, a member of the board of county commissioners and the county auditor. The board has expanded statutorily since that time to also include the county recorder, clerk of courts and two representatives, one from each political party, of the board of elections. The majority of these members may add other members to the board. The county auditor, or their representative, serves as secretary to the board and the county auditor serves as the chief administrator of the board.
Upon the establishment of an automatic data processing board in a county, no county office may purchase, lease, operate, or contract for the use of any data processing equipment without the prior approval of the board. The board is also directed to coordinate the use of all automatic data processing equipment in use throughout the county and may contract with other local governments, the state, federal agencies, or special districts to provide data processing services. The board also has the option to establish a county data processing center that provides a centralized system of data processing equipment for use by all county offices.
In 2011, the Ohio General Assembly authorized automatic data processing boards to coordinate the management of information resources of the county, the records and information management operations of all county offices, and the various records and information technologies acquired and operated by the county offices after being resolved to do so by the board of county commissioners, if they deemed to expand the board’s powers. The new board would act in lieu of having a county records commission and a county microfilm board. The new board, with expanded powers, would be required to include the prosecuting attorney, county engineer, county coroner, sheriff and a judge of the common pleas court as additional board members. The county auditor would continue to serve as the chief administrator of the new and expanded board.
