As County Auditor, I am responsible for a variety of duties that impact nearly every resident of the County. One of my major areas of responsibility is that of Chief Fiscal Officer – the Auditor is responsible for the financial accounts of every County Board, department, office, agency or district. Simply put, it is my job to see that the funds of Union County are spent in a legal manner and that the tax revenues are distributed properly. Ohio law places more fiscal responsibility upon the County Auditor than upon any other County Official. And many of the functions performed in my office are complex, requiring the skills of trained public servants with many years of experience. I am very proud of my Team, and the people of Union County are well served by their outstanding efforts.
The other major area of responsibility for the County Auditor is that of Chief Assessor – I am responsible for determining the value of all real property in Union County for tax purposes. Every six years the Auditor must conduct a full reappraisal of real property, and every three years, an update of real property values is required. Tax credits are also maintained in my office, including 2 ½% rollback, 10% rollback and the Homestead Exemption. We also are responsible for the valuation of farm land and the administration of the Current Agricultural Use Value program (CAUV). In all duties, the Auditor acts under the direct auspices of the Tax Commissioner of Ohio as his agent. The Auditor must comply with all rules and regulations issued by the Tax Commissioner as well the multitude of Ohio laws governing assessments.
Budget Commission - Secretary : The Auditor is the permanent Secretary of the Budget Commission which also includes the County Treasurer and the Prosecutor. It is the responsibility of the Commission to annually review the tax budgets of all taxing districts within the county and to determine whether tax levies are properly authorized and allocated to local governments and libraries.
Board of Revision - Secretary : The Auditor is the permanent Secretary of the Board of Revision which also includes the County Treasurer and the President of the Board of Commissioners. It is the responsibility of the Board of Revision to rule on the accuracy of property assessments prior to the issuance of the real estate tax list. The Board of Revision is the primary place venue for property valuation complaints to be heard.
Tax Incentive Review Council - Member : The Auditor is a statutory member of the Tax Incentive Review council appointed by the legislative authority of a county, township, or municipal corporation whose purpose is to grant or deny an exemption from taxation for abatements, enterprise zones or tax increment financing. Annually, the Tax Incentive Review Council reviews all agreements of existing exemptions for these areas.

The Union County Clerk of Courts is the official record keeper for the Union County Court of Common Pleas and the Third District Court of Appeals. The Court of Common Pleas hears civil, criminal, and domestic relations cases. The Court of Appeals hears appeals from the Court of Common Pleas, Probate and Juvenile Court, and Marysville Municipal Court.
The Clerk of Courts is responsible for recording, maintaining, indexing, and certifying the legal documents filed in the above cases. The Clerk of Courts is also responsible for receiving, accounting, and dispersing fines, fees, restitution, and other payments made in those cases.
The Clerk of Courts must follow the procedure required by law and issue writs to carry out Court orders. These writs include summons, subpoenas, warrants to arrest and convey to penal institutions.

The Union County Dog Warden serves Union County under the direction of the Commissioners by enforcing Ohio Revised Code 955 Dogs.
Please contact the Dog Warden for any dogs running at large. If the dog belongs to a neighbor or if you have witnessed an ongoing problem, any information such as the dog owner's address, name, or dog's name and description of the dog is very helpful. If you are still having a problem with a neighbor’s dog running loose, even after calls to the Dog Warden’s Office, please call again. No news is good news, and it might be assumed that the problem was resolved after the first encounter if we don’t hear anything after an initial contact.
The Union County Humane Society houses all dogs impounded by the Union County Dog Warden. Residents may bring a stray dog to the Union County Humane Society at 16540 County Home Road, Marysville, Ohio.
You will be required to show your dog’s current dog license or purchase one at the shelter in addition to paying redemption fees.
The Union County Humane Society is not responsible for enforcement of the Ohio dog licensing or dog at large laws. If you have violated these laws, you may be contacted by the Union County Dog Warden after redeeming your dog from the shelter regarding the enforcement of these laws.

Please stop at the Union County Humane Society, 16540 County Home Road, if you wish to adopt a companion animal. If you don't see a pet fitting your needs, please check back. There are new animals coming in all of the time. Many of our pets can be viewed on Pet Finder .
The Union County Humane Society houses all dogs impounded by the Union County Dog Warden. After a holding period specified by Ohio Revised Code, strays are evaluated for adoption by the Union County Humane Society.
If you have concerns about cruelty, neglect, abuse or abandonment of pets, please contact the UCHS at (937) 642-6716 For a copy of the Ohio humane laws, click here .
For owner requested euthanasia of pets, please contact a local licensed veterinarian. The Union County Dog Warden does not accept owner surrenders or provide private euthanasia of pets. For surrendering an owned pet to UCHS, pet owners need to contact the UCHS in advance to check on availability of this service at 937-642-6716.
The Union County Dog Warden will respond to animal bites to take a report of the incident, to capture stray animals, or to take an dog in for rabies testing.

Jeff Stauch - Union County Engineer, Environmental Engineer When Ohio became a state in 1803, one of the original offices created by the General Assembly was that of the County Surveyor. His only responsibilities had to do with surveying and mapping. As time went on those responsibilities gradually shifted to roads as our transportation modes changed.
In 1935, the title of the office was changed to County Engineer. The Union County Engineer is elected for a four year term by a popular vote of all Union County voters. The Union County Engineer must be registered as an engineer and a surveyor in the State of Ohio.
In 1989, the Union County Commissioners combined the offices of County Engineer and Environmental Engineer. The office of Environmental Engineer was originally created by the commissioners in 1972.
The present Union County Engineer is Jeff Stauch, who took office in January of 2009.

WHAT IS MEDIATION ?
The Mediation Process involves the use of an impartial person to help parties to a dispute make informed decisions and develop mutually-acceptable agreements in a confidential setting.
HOW DOES THE MEDIATION PROCESS WORK ?
A Mediator helps parties examine their situation in terms of their needs and interests. Relevant information is gathered that may include budgets, business records, medical reports, healthcare expenses, property valuations and the needs of children in domestic relations cases. Settlement options are developed and discussed to be sure they meet everyone's goals fairly. Decisions are made by the individuals as to any acceptable resolution.
WHAT ARE THE BENEFITS OF MEDIATION?
While a primary goal may be settlement, mediation also promotes communication and cooperation. Mediation allows individuals to control the decisions that affect their lives and can often be completed more quickly than traditional litigation. Mediation is confidential , thus avoiding public disclosure of personal needs and benefits children by reducing the stress around them.
HOW DO WE USE MEDIATION ?
Civil: Generally, all civil cases (breach of contract, , personal injury, products liability, workers' compensation, etc.) filed with the Court are referred to mediation. Parties to a case and their legal counsel are required to attend the mediation in order to work together in order to attempt to resolve the issues that gave rise to the filing of the case.
Domestic Relations: Domestic relations cases are those involving families. Petitions for divorce where children are involved are typically scheduled for an initial mediation session prior to the Hearing on Temporary Orders. Parents are introduced to mediation and given the opportunity to develop their own temporary plans regarding the payment of bills and care of their children. Parents can then schedule additional mediation sessions to address permanent issues. Other Domestic Relation cases may be referred to mediation by the Court or upon the parties' request. The cost of a mediation session beyond the initial session in a case pending before the Court or in any case not pending before the Court is $160.00 per session (up to 2 hours).

The mission of the Union County Prosecuting Attorney is to professionally, effectively, and efficiently provide legal representation and advice to governmental clients and within the bounds of law and ethics aggressively prosecute criminal offenders to protect the citizens of Union County and obtain justice for victims of crime.
The prosecutor is an independent administrator of justice. The primary responsibility of a prosecutor is to seek justice, which can only be achieved by the representation and presentation of the truth. Our responsibility includes, but is not limited to, ensuring that the guilty are held accountable, that the innocent are protected from unwarranted harm, and that the rights of all participants, particularly victims of crime, are respected.

Our mission is to provide compassionate, comprehensive and culturally sensitive services to the victims of crime in Union County, from the time of the incident, throughout the criminal justice process in an attempt to assist the victim in restoring their sense of dignity and self-esteem.
Meet the Union County Prosecutor's Victim Advocates
In order to serve victims of crime, the Union County Prosecutor’s Office employs four full-time victim advocates and one part-time grant administrator. All of our advocates, including our grant administrator, have completed advocate training through the Ohio Peace Officer’s Training Academy, B.A.S.I.C.S. Program and have additional training throughout the year.
Our advocates are members of the Union County Sexual Assault Response Team and host outreach/training events throughout the year for the community and local law enforcement. While each advocate specializes in a separate Court (Municipal, Juvenile and Common Pleas), they are each available to assist victims with urgent needs, such as a protection order or referral for various services.

Elizabeth (Beth) Clark is the advocate for Marysville Municipal Court. She has been with the Union County Prosecutor’s Office - VOCA Program since 2007, beginning as a volunteer and progressing to a full-time position as an advocate in 2008. Beth has over 20 years’ of experience working with Law Enforcement, including being a 911 dispatcher for 11-years with a law enforcement agency in Franklin County. Beth completes ongoing specialized trainings, throughout the year, to better assist her clients; and, has successfully completed the Ohio Attorney General’s BASICS Advocacy Academy. She works closely with victims of all crimes, with a specific emphasis on domestic violence. Beth is a part of the Sexual Assault Response Team of Union County and works to promote awareness through the Union County Walk-A-Mile-In-Her-Shoes Event, and other outreach activities. Cory Hamilton is the victim advocate for the Union County Common Pleas Court. She has been a full-time advocate for the Union County Prosecuting Attorney since 2011. Cory has a Bachelor of Political Science Degree from The Ohio State University and has successfully completed the Ohio Attorney General’s BASICS Advocacy Academy. Cory attends various trainings throughout the year to continually enhance her response to victim’s needs. Cory is also the Union County Sexual Assault Response Team (SART) Coordinator and helps lead the Union County Walk-A-Mile-In-Her-Shoes Event. Catherine Weeks is the advocate for the Juvenile Court. Catherine was employed for six years in a local assisted living facility and has a special place in her heart for the senior community. Catherine was born and raised in Union County. She takes pride in her work and has a passion for helping others. She is part of the Sexual Assault Response Team (SART) of Union County and works to promote awareness through the Union County Walk-A-Mile-In-Her-Shoes Event, and other outreach measures. Catherine has had ongoing training, and has also successfully, attended and completed, the Ohio Attorney General’s BASICS Advocacy Academy. Lauren McDowell has been a victim advocate and witness coordinator since joining the office in 2019. She assists victims and walk-ins with Civil Protection Orders by helping to explain the paperwork, process, and safety planning. Lauren is also trained to cover & assist the other advocates in Municipal & Common Pleas Courts. She has an associate degree in criminal justice. She completed the Ohio Attorney General’s BASICS Advocacy Academy & attends other training throughout the year. Lauren also coordinates witnesses for adult felony cases, takes part in the Union County Sexual Assault Response Team (SART), and helps organize the Union County Walk-A-Mile-In-Her-Shoes Event. NOTICE: The Treasurers office will remain open until 5:00pm on 12/31/2025 for those who would like to pay their 2025 estimated Real Estate Taxes (payable in 2026) in conjunction with the increase in the State and Local Tax (SALT) deduction for 2025 federal taxes.
First half property taxes are due February 18th
Should you pay your entire property tax bill? Or just the first half?
The recommendation is tied to House Bill 186, which requires property tax rates to be recalculated for the second half of the year. That recalculation is expected to lower rates.
Given that HB 186 will require the recalculation of rates for the second half — and we expect the rates to decrease — it is advised to only pay the first half. The second-half bill will reflect a full-year adjustment once the new rates are finalized.
For property owners who have already paid their full balance, the Treasurer’s Office will notify them if they are owed a credit.
For property owners in the prepay escrow program you will be notified of the adjusted amount to be deducted based on the adjusted tax.
Taxpayers may choose to apply that credit to their 2026 taxes, payable in 2027. If no response is received, refunds will be issued automatically.

The County Treasurer is entrusted with the County's monetary finances and may be considered the "County Banker" and "Chief Investment Officer". The County Treasurer is best known as the chief collector of Real Estate and Manufactured Home taxes for all of the counties legal subdivisions and taxing entities; including, School Districts, Career Centers, Cities, Villages, Townships, and county agencies. My office collects, and processes approximately $106 million in property tax receipts annually representing more than 30,000 parcels in Union County. Additionally, the Treasurer's office is the agent for most of the County Departments and Agency banking activity. As the counties Chief Investment Officer, I oversee and invest an average portfolio of approximately $65 million.
I bring a wealth of financial and business experience to the position of Treasurer of Union County having been a Chief Financial Officer, VP of Finance, Global Controller, and Corporate Controller for several multi-national corporations.
