Prosecutor's Victims of Crime Assistance Program

When Prosecutor David Phillips was elected to office in 2005 he committed to improving services for victims of crime. Since that time, the Union County Prosecutor's Victims of Crime Assistance Program has improved and expanded its services and community outreach.

We provide the following services to Victims of Crime:

  • Accompanying Victims to Court.
  • Informing Victims of the status of their case.
  • Advocating on behalf of Victims.
  • Informing Victims of their rights.
  • Connecting Victims with the Ohio Attorney General's Victims of Crime Compensation Program.
  • Assistance in filing for Restitution.
  • Assistance with filing for Protection Orders and safety planning.
  • Providing referrals for counseling and other resources.
  • Coordinate with the Ohio Department of Rehabilitation and Correction to halt unwanted contact by a prisoner
    and participate in the Parole Process.

Our mission is to provide compassionate, comprehensive and culturally sensitive services to the victims of crime in Union County, from the time of the incident, throughout the criminal justice process in an attempt to assist the victim in restoring their sense of dignity and self-esteem.

Meet the Union County Prosecutor's Victim Advocates

In order to serve victims of crime, the Union County Prosecutor’s Office employs four full-time victim advocates and one part-time grant administrator.  All of our advocates, including our grant administrator, have completed advocate training through the Ohio Peace Officer’s Training Academy, B.A.S.I.C.S. Program and have additional training throughout the year.

Our advocates are members of the Union County Sexual Assault Response Team and host outreach/training events throughout the year for the community and local law enforcement.  While each advocate specializes in a separate Court (Municipal, Juvenile and Common Pleas), they are each available to assist victims with urgent needs, such as a protection order or referral for various services.

Elizabeth (Beth) Clark is the advocate for Marysville Municipal Court.  She has been with the Union County Prosecutor’s Office - VOCA Program since 2007, beginning as a volunteer and progressing to a full-time position as an advocate in 2008.  Beth has over 20 years’ of experience working with Law Enforcement, including being a 911 dispatcher for 11-years with a law enforcement agency in Franklin County.  Beth completes ongoing specialized trainings, throughout the year, to better assist her clients; and, has successfully completed the Ohio Attorney General’s BASICS Advocacy Academy.  She works closely with victims of all crimes, with a specific emphasis on domestic violence.  Beth is a part of the Sexual Assault Response Team of Union County and works to promote awareness through the Union County Walk-A-Mile-In-Her-Shoes Event, and other outreach activities.  Beth Clark may be contacted directly at 937-645-4161 or by email at eclark@unioncountyohio.gov. 

Cory Hamilton is the victim advocate for the Union County Common Pleas Court.  She has been a full-time advocate for the Union County Prosecuting Attorney since 2011.  Cory has a Bachelor of Political Science Degree from The Ohio State University and has successfully completed the Ohio Attorney General’s BASICS Advocacy Academy.  Cory attends various trainings throughout the year to continually enhance her response to victim’s needs.  Cory is also the Union County Sexual Assault Response Team (SART) Coordinator and helps lead the Union County Walk-A-Mile-In-Her-Shoes Event.  Cory Hamilton may be contacted directly at 937-645-4168 or at chamilton@unioncountyohio.gov.

Catherine Weeks is the advocate for the Juvenile Court. Catherine was employed for six years in a local assisted living facility and has a special place in her heart for the senior community.  Catherine was born and raised in Union County.  She takes pride in her work and has a passion for helping others.  She is part of the Sexual Assault Response Team (SART) of Union County and works to promote awareness through the Union County Walk-A-Mile-In-Her-Shoes Event, and other outreach measures.  Catherine has had ongoing training, and has also successfully, attended and completed, the Ohio Attorney General’s BASICS Advocacy Academy. Lauren McDowell has been a victim advocate and witness coordinator since joining the office in 2019.   She assists victims and walk-ins with Civil Protection Orders by helping to explain the paperwork, process, and safety planning.  Lauren is also trained to cover & assist the other advocates in Municipal & Common Pleas Courts. She has an associate degree in criminal justice.  She completed the Ohio Attorney General’s BASICS Advocacy Academy & attends other training throughout the year.  Lauren also coordinates witnesses for adult felony cases, takes part in the Union County Sexual Assault Response Team (SART), and helps organize the Union County Walk-A-Mile-In-Her-Shoes Event.
